REACH REFIT AND REVIEW

In 2017, EUROALLIAGES replied to the public consultation process on REACH REFIT which is part of the Commission's Regulatory Fitness and Performance Programme (REFIT) and of the regular reporting obligation to monitor progress in the achievement of the objectives of REACH the Regulation according to its Article 117 (4).

The evaluation covered the five compulsory evaluation criteria: effectiveness, efficiency, relevance, coherence and EU added value and examines the potential to improve the way in which it delivers on its objectives and the potential for burden reduction and simplification.

Chemicals Strategy for Sustainability

In May 2020, the European Commission launched a public consultation on a Chemicals Strategy for Sustainability roadmap aiming at reducing the risks associated with producing and using chemicals. It should simplify and strengthen EU rules on chemicals, and review how EU agencies and scientific bodies can work together towards a process where substances are only reviewed by one agency.

EUROALLIAGES has concerns about the ambitions of the Chemical Strategy which could be not sustainable. EUROALLIAGES shares the collective position of the non-ferrous metal Industry, and in particular the four areas to improve the EU policy as expressed by Eurometaux:

  1. More efficient REACH Regulation
  2. Make REACH data the EU reference
  3. Control risks by using the Risk Management Option Analysis
  4. Coherence between Chemicals and Circular Economy Policy

In addition, a better implementation and a more efficient enforcement are the key elements, not an overregulation.

The Strategy is expected in Q3 2020.
